General Overview

The Senior Technical Advisor – Pediatric and Adolescents services will report to the Country Director.

S/he is responsible for ensuring EGPAF Pediatric strategy is achieved and well aligned to the National strategy.

S/he will supervise and support various projects with a Pediatric and Adolescent lens to ensure the implementation of comprehensive and high-quality HIV services and meet or exceed donor targets.

S/he will represent EGPAF in strategic National and Global technical working groups on Pediatrics and Adolescent issues.

S/he is responsible for continuing capacity development for all clinical technical staff on the management of HIV- infected children and adolescents including those failing treatment and follow through to ensure they are initiated on appropriate treatment.

Working closely with the Strategic Technical Assistance Team (STAT), s/he will be responsible for ensuring quality programming, achievement of targets and adoption of innovative strategies from the Global and National levels.

S/he will proactively engage relevant stakeholders, PDs/PMs and counterpart field teams to identify best practices, performance risks and mitigation plans ensuring high-level project management skills are applied across all levels of the project management cycle; initiation, planning, implementation monitoring evaluation and control.

Working closely with the EGPAF Management, S/he will ensure EGPAF is well represented in Technical working groups at the Global, National and County levels including active participation in the newly launched Global Alliance Initiative to end children’s AIDS by 2030.

Roles

Pediatric and Adolescent Services Technical Leadership

  • Provide overall technical oversight for EGPAF/K Country Program in the implementation of pediatric and adolescent services.
  • Provide technical assistance in planning, implementation, monitoring and evaluation of pediatric and adolescent HIV services across the EGPAF/K Program.
  • Provide technical assistance to the regional teams in developing/updating different guidelines, working formats, job aids, client education materials and monitoring and evaluation tools.
  • In collaboration with STAT, and other Senior National Technical and Regional Technical Advisors, organize and provide/facilitate facility-level mentorship in HIV Care across all program areas.
  • Develop and disseminate relevant SOPs and service packages to guide service delivery in line with SIMS and Differentiated Service Delivery Models of Care.
  • Participate in the preparation of continuation application (CA), FOA and New Business Development opportunities.
  • Ensure that all set Pediatric and Adolescents targets are met; come up with rapid change interventions for any target lagging behind.

National, County and Global Liaison and Participation

  • Participate in national and regional Pediatric and Adolescents working group activities.
  • Actively participate in national policy and guideline reviews on pediatric and adolescent services.
  • Participate actively in global technical discussions and represent EGPAF/Kenya.
  • Represent EGPAF Kenya in global paediatrics and adolescents community of practices.
  • Participate in the global Technical Directors Forum and other forums as needed.

Staff Supervision and Mentorship

  • S /he will supervise, coach and mentor pediatric and adolescents Technical Advisors and project teams to ensure set targets are exceeded.
  • S/he will provide mentorship to site teams specifically in the management of advanced HIV disease for children and adolescents.
  • Work closely with the PDs/PMs and TAs to develop and refine key performance indicators.
  • Work with the regional TWGs to review and manage children and adolescents failing treatment and ensure they are transitioned to the right regimen.

Project Management

  • Will be a member of the Senior Management Team.
  • Working with the SMT, ensure that the TA rigour from the STAT team is equitably applied across all EGPAF programs.
  • Employ a variety of relevant project management tools to manage project activities e.g. Gantt Charts, Raci Matrix etc.
  • Contribute to EGPAF Kenya’s project management body of knowledge through active participation in project designs, review and course corrective forums.
  • Support Paediatric and Adolescent project Knowledge Management.

Qualifications

  • Medical Doctor with a Master’s Degree in Pediatrics and Child Health or another relevant advanced degree.
  • HIV programming experience for at least 7 years in a Senior Technical Position.
  • Demonstrated prowess in the management of HIV-infected children and adolescents in the African continent.
  • Proficient in project management and leadership with a proven track record of leading successful programs.
  • Vast experience working with National and County MOH counterparts, participating actively in National and County TWGs, and participating in the development of various national/county policies and guidelines including County Development and Investment Plans.

Added Advantage

  • Experience with managing donor funding, especially USG funding will be an added advantage.
  • Skills in technical writing, research and proposal development will be a distinct advantage.
